First NYC Neighborhoods to Gain Free Child Care

Child care has been a major discussion within the Mamdani administration, specifically ensuring that necessary care is accessible to individuals residing in New York City. On his eighth day in office, he announced the 2-K program. The program provides free child care for two-year-olds in New York City. In the fall of 2026, four neighborhoods within the city will gain access to free day-care for their two-year-olds. 

These neighborhoods consist of school districts six, ten, eighteen, twenty-three, and twenty-seven. They span across Washington Heights, Inwood, Hamilton Heights, Fordham, Belmont, Woodhaven, and other parts of neighborhoods in the city that fall into these school district zones. Approximately 2,000 two-year-olds living in New York City will gain access to a free seat in child care by the end of the year. Funding for each of these seats comes from Governor Kathy Hochul’s commitment of $1.2 billion for early childcare and education, with $73 million allocated to make the first 2,000 seats possible. 

Selection of neighborhoods to roll out the program in was made based on the economic needs of individuals residing in certain areas of the city. The first year focuses on the high-need neighborhoods within New York City. Neighborhoods were also chosen based on which areas had child care providers who would be able to be ready for the program before the current school year concludes. In order to enact the 2-K program, both childcare centers and home-based care providers will be utilized. The city will begin to plan efforts with centers and providers within these neighborhoods in the upcoming days. 

Both Mayor Mamdani and Governor Hochul have expressed their determination and positive outlook on the program and its future. Each announcement that has been made by both figures has touched on the positive effects of the program for both the economy and for those raising children within the city. However, childcare providers have begun to express fear regarding salary once the program starts. The childcare industry is a lower-paying field, and there have been no announcements regarding provider wages being increased once 2-K is in action. Wages also differ between the settings of childcare, whether it be home-based, family-based, or at a childcare center. 

In September 2026, the program will be officially in place for the first children selected. By fall of 2027, Mamdani expects to have at least 12,000 more seats available for two-year-olds. Hochul will expand the state’s investment for next year to approximately $425 million. Mamdani’s administration plans to extend the program to every single two-year-old by the end of year four of the program. The goal is to have free childcare accessible to all children of this age by the 2029 starting school year.
