Milwaukee County Circuit Judge Hannah Dugan Charged with Two Felonies in ICE Case

Friday, April 25 at 8 a.m., Milwaukee County Circuit Judge Hannah Dugan was charged with two felony counts of obstructing and concealing an individual when she allegedly shielded a Mexican immigrant from being picked up by ICE following his court case. 

Details of the Judge’s arrest are not yet open to the public, but many other judges in the courthouse stated that they saw the arrest happen Friday morning after Judge Dugan was accused of assisting an undocumented defendant in a misdemeanor trial to evade arrest by ICE. The details of the case Judge Dugan was presiding over also haven’t been officially released but the defendant is thought to be Eduardo Flores-Ruiz, a Mexican immigrant facing three misdemeanor battery counts. 

Prominent Milwaukee defense attorney and former federal prosecutor, Franklyn Gimbel, called Judge Dugan’s arrest “outrageous” and asserted that arresting the judge instead of giving her the chance to appear and accept process is unprofessional. Gimbel claimed that since Dugan was not on the run and was therefore easy to find, she should have been invited to appear at the courthouse, get her fingerprints taken and anything else that goes with this type of crime.
